It's okay to drive the speed limit when there's a light rain storm. Just make sure not to slam on your breaks, or make any sudden turns. Your car will not spin out, and you will not die.

With regards to single-lane suburban/urban driving, if you're driving exactly the speed limit then you're forcing the people behind you to drive below the speed limit. Be courteous and drive a little bit faster than the speed limit (up to 5 mph over). Cops usually don't mind and it frees up traffic.

If you turn on your directional when you have already stopped/slowed to execute the turn, then you've defeated the purpose of using a directional.
